How does the credit transfer of courses and certified competencies acquired at higher education institution work?

The question pertains to the Recognition and Credit Regulations of Steinbeis University.

  • Study and examination achievements that have been made in study programs at other state or state-recognized universities and universities of cooperative education/dual universities in the Federal Republic of Germany or in study programs at foreign state or state-recognized universities are recognized, provided that with regard to the competencies acquired there is no significant difference to the achievements or degrees that are being replaced. This is the case if the qualification goals to be achieved and competencies to be acquired through the respective achievement essentially correspond in scope and requirements to the study at Steinbeis University. No schematic comparison is to be made, but rather an overall consideration and evaluation. Recognition serves the purpose of continuing studies, taking examinations or taking up further studies. When recognizing achievements made outside the Federal Republic of Germany, the equivalence agreements approved by the Standing Conference of the Ministers of Education and Cultural Affairs of the Länder in the Federal Republic of Germany and the German Rectors' Conference as well as stipulations within the framework of cooperation agreements must be observed.
  • If achievements of competences acquired at higher education institutions are recognized, the grades - provided that the grading systems are comparable - are to be adopted and included in the calculation of the overall grade. In the case of incomparable grading systems or modules without a module examination, the remark "passed" is included. A marking of the recognition in the certificate or a certificate supplement is permissible.
  • The recognition or crediting of achievements is carried out ex officio by the responsible examination board. The student must submit a written application as well as the documents required for the recognition or crediting of the performance to be recognized or credited by means of corresponding written evidence (e.g. transcripts, module certificates, module descriptions, certificates, etc.).
  • The recognition of higher education competences is based on the examination of the submitted documents with regard to the level, the workload, the quality of the educational institution as well as the profile of the study program and the learning outcomes. This does not involve an exclusively schematic comparison, but rather an overall consideration and assessment.
  • The student's application must be submitted to the responsible examination board as of the start of the study program, but before entering the examination procedure. The written application must be accompanied by all the documents required for proof of recognition or credit. The recognition or crediting procedure begins with the date of receipt of the application by the responsible examination board.
  • Subsequent recognition or credit in the event that an examination has not been passed is not possible. The decision on the procedure is to be finalized within a period of ten weeks after application and submission of all required documents.
  • The results of the recognition or crediting procedure will be communicated to the applicants in writing by the responsible examination board.
  • In the case of a positive decision in the recognition procedure, a certificate of recognition is issued. The certificate of recognition contains the type of procedure, the module name, the level of competence, the number of ECTS credits and, if applicable, the grade.
  • In the case of a negative decision in the recognition procedure, the burden of proof that an application does not meet the requirements for recognition lies with the responsible examination board. In the case of a negative decision in the crediting procedure, the burden of proof that an application meets the requirements for crediting lies with the applicant. The applicant will be informed of the decision with written reasons.
